It's not widely shared, so many people might not know that we have an official document for how we staff Idea Project. In Section 7 it defines that we have the ability to call for referendum to alter any portion of it.
It became clear in the last admin election that we need to consider tie breakers as part of our election procedures. I propose that we add a third mark under section 2(a) to address this by using Modified Borda Counts. A Modified Borda Count (MBC) for a candidate is a sum of scores based on each voters preferential ballot. The score given to a candidate on a ballot is equal to the number of candidates ranked below +1. For example, a ballot that looks like
1) Parker, Macecurb
Would give 2 points to Parker and 1 point to Macecurb. A ballot that looks like
1) Macecurb, Parker, 14flash, Tiger
Would give 4 points to Macecurb, 3 points to Parker, 2 points to 14flash, and 1 point to Tiger. This means that if the full vote looked like:
1) 14flash
2) Parker, Macecurb, 14flash
3) 14flash, Tiger
4) Parker, Tiger, 14flash, Macecurb
Then 14flash would have an MBC of 1 + 1 + 2 + 2 = 6, while Parker would have an MBC of 3 + 4 = 7. This means that while 14flash and Parker were tied for most votes, Parker would win the election since his MBC is higher. If two people are still tied after comparing MBC, then tie should be broken by a fair coin flip.
The intention of this change is twofold. First, it provides a way of breaking ties without the added trouble of finding an impartial (or unknowing) third-party with a coin. Second, it encourages people to list multiple candidates on their ballots since this would increase their preferential candidate's MBC.
The vote should be a simple "Yes, include this in the staffing system / No, do not include this in the staffing system." If this vote ties, it should default to passing, since there is currently no tie-breaker system mentioned and it is needed.
